Participatory Afforestation and Reforestation
Participatory afforestation and reforestation is the major activities of CRPAR Project of Bangladesh Forest Department. Under the project nine types of specific plantations will be raised. Those are Mangrove Plantation, Mound Plantation, Jhaw Plantation, Golpata Plantation, Enrichment Plantation (Mangrove), Core Zone Plantation, Buffer Zone Plantation, Non Mangrove (Buffer) Plantation, Strip Plantation. Under afforestation and reforestation activities, 17500 ha block plantations and 2000 km strip plantations will be established. Out of 17500 ha block plantations, 10015 ha will be established in the hills of Chittagong and Cox’s Bazaar and 7485 ha will be established in the coastal forest divisions. Out of 2000 km strip plantations, 1057 km will be established in marginal land (Roads, Rails and Embankment’s slope) and 943 km golpata plantation to be established in the muddy slopes of the tidal canals in mangrove plantations.
In the current 2014-15 FY, the project will establish about 8317 ha block plantations and 966 km strip Plantation. In addition the project will raise seedlings for 1080 ha core zone plantation and 135 ha enrichment plantations to be established in 2015 -2016 FY.
In 2015 -2016 FY the project will complete 4361 ha block plantations and 495 km strip plantations. Under the project no monoculture plantation will be established except for the mangrove plantation where choice of species is limited due to soil condition and salinity. Generally keora (sonneratia apitala) is planted in patuakhali, Bhola, Noakhali coastal areas and Baen (Avicennia officinalis) is planted in Chittangong coastal regions. The mangrove plantation will not be felled and will be retained for protection from tidal swell and cyclonic winds. The purpose of Mangrove plantations is for protection to improve the resilience of coastal communities and their livelihoods.
The hill plantations will be mixed plantations of native species, e.g, Anthocephalus cadamba, Alstonia scholaris, Chickrassia tabularis, Gmelina arboria , Acacia auriculiformis ,Melia azadiracta , Melia sempervirens ,Eugenia spp.,Syzygium spp .,Terminalia spp. ,Artocarpus chaplasha ,Dipterocarpus turbinatus ,Lagerstroemia speciosa ,Swintonia floribanda ,Hopea odorata ,Michelia excels ,Albizia spp etc. The project plantations are being established on participatory basis. About 25000 beneficiaries ,both male and female will be involve in the plantations .
Beneficiaries’ database and Labor database for plantation are maintained. It is estimated that the participatory afforestation and reforestation activity will generate around 3.6 million man work days. The civil works will also generate around 0.38 million work days.
Proper attention is given to avoid negative environmental impact that may emerge from the afforestation and reforestation activities. Plantation sites are selected carefully. To protect the sensitive and valuable ecosystem, burning of debris /dry vegetation is avoided. The Environmental Management Framework (EMF) prepared for the project is followed during implementation of afforestation activities. Similarly to avoid /minimize negative social impacts, Social Management Framework is followed. The project is also constructing 76 camp offices to ensure proper field level operation of BFD including monitoring and protection of the forests.
